There are always samples of Giant’s Toes that you can steal from different places in Skyrim.
Some good locations to consider that offer two samples are:

- Palace of Kings, also in Windhelm
White Hall Location
Dawnstar is where White Hall is.
When you get inside, look to the left to find a room with a lot of alchemy supplies. You should find two Giant’s Toes among the other items.

You should be able to go into Calixto’s House (museum) almost as soon as you arrive in Windhelm.
You should see two pieces of Giant’s Toes on a small table as soon as you walk into his house.
If you steal them, you can keep them.

The Palace of the Kings in Windhelm is an easy place to steal two samples.
Just go to the end of the hall and turn left. Wuunferth the Unliving’s room is right there.
